LA County officials say avoid prolonged outdoor activities in Carson area

LA County Public Health recommends temporarily leaving the area where odors are present to alleviate health impacts

CARSON – Los Angeles County officials have been working collaboratively since Oct. 6 to investigate and address the pungent odor affecting communities in the area of Dominguez Channel in the City of Carson.

A multi-agency responseā€”including the County departments of Public Works, Public Health, Fire and the Office of Emergency Management, as well as the South Coast Air Quality Management Districtā€”was mobilized in response to this incident and to provide rapid relief to residents and businesses that have been affected.

The South Coast Air Quality Management District on Tuesday announced it has established a webpage to monitor the foul odor emanating from the Dominguez Channel that has sickened some residents and prompted numerous complaints.

To date, South Coast AQMD has responded to more than 2,000 odor complaints since the acrid scent was first reported on Oct. 3.

Congresswoman Nanette Diaz BarragĆ”n, whose 44th congressional district includes the affected areas, inĀ her Oct. 18 letterĀ called on California Governor Gavin Newsom to declare a state of emergency in the area.

On Oct. 15, LA County Public Works maintenance crews began spraying a natural, water-based and biodegradable deodorizer in the channel to neutralize the odor. The community should expect a noticeable reduction in the smell within 3-5 days.

The source continues to be considered as naturally decaying organic material (vegetation and marine life) at the bottom and sides of the Channel in Carson. As air monitoring of the surrounding areas continues, no other point sources for the hydrogen sulfide have been identified. South Coast AQMD, County Fire Hazardous Materials (HazMat), and Public Health continue to evaluate and monitor hydrogen sulfide concentrations and mitigate health impacts.

A bubbler system is being installed today to inject millions of tiny oxygen bubbles into the water to increase the levels of dissolved oxygen and prevent the creation of additional hydrogen sulfide gas.

The Los Angeles County Department of Public Health updated the health recommendations for residents impacted by odors reported in Carson and surrounding communities to avoid prolonged outdoor activities between the hours of 9 p.m. through 8 a.m., based on patterns seen with air monitoring results, and whenever odors are strong to reduce exposure.

While the effort to get rid of the odor continues, Public Health recommends residents take the following actions to lessen their exposure and any symptoms experienced and to protect the health of themselves, their family, and their pets:

  1. If symptoms feel life threatening, seek immediate medical care.
  2. If symptoms are persistent, worrisome, or worsening, seek medical attention. Relocate to another area until odors go away. For assistance, call 2-1-1.
  3. Avoid prolonged outdoor activities between the hours of 9 p.m. through 8 a.m. and whenever odors are strong to reduce exposure.
  4. Keep doors and windows closed as much as possible to prevent outdoor odors from entering the residence or business. Air out the home/business when odors are not present.
  5. If residents have a central heating, ventilation, and air conditioning (HVAC) system, contact an air conditioning specialist, if needed, to determine if the air filters in the system may be replaced with High Efficiency Particulate Air (HEPA) or MERV-rated filters with activated charcoal (carbon) to improve the air quality inside. If residents notice odors are stronger or symptoms are worse in the late evening or early morning hours (9 p.m. to 7 a.m.), residents should try running their central HVAC system throughout the night, if they have not already. Temporarily relocating may be best if this does not help.
  6. Use a certified portable HEPA indoor air filter with activated charcoal to improve air quality in their home. If residents notice odors are stronger or symptoms are worse in the late evening or early morning hours (9 p.m. to 7 a.m.), residents should try running their portable indoor air filter throughout the night, if they have not already. Temporarily relocating may be best if this does not help.
  7. Keep pets indoors. If residents notice any of the following in their pets, they should contact their local veterinarian: difficulty breathing, vomiting, lethargy, or nausea.

Hydrogen sulfide is a colorless gas that has a very strong odor (like ā€œrotten eggā€). Its smell can be detected and cause temporary mild to moderate symptoms even below the minimum detection limit of 1 part per million (ppm) or 1000 parts per billion (ppb) of typical equipment used to detect it. Everyone should take steps to reduce their exposure when the odors are present.

People experiencing persistent, worrisome, or worsening symptoms from the odors are encouraged to contact their health care providers, especially if they have any chronic health conditions. People should also ensure that they have adequate supplies of their medications, especially if they have heart or lung conditions. In addition, Public Health recommends temporarily leaving the area where odors are present to alleviate health impacts.

For more information on protective measures to prevent odors from entering the home, residents can contact the Public Health Community line at 626-430-9821 and leave a message with their contact information and their call will be returned. The message line will be checked every hour between 7 a.m. to 10 p.m. every day while odors persist.

If you live in the areas of Carson or West Carson, or the surrounding vicinity, County Public Works has a reimbursement program for the purchase of HVAC air filters, portable HEPA air filters, or for temporary relocation. during this public nuisance event. Please review the recommendations and guidance on ā€œAir Cleaners and Filters to Improve Indoor Air Quality and Remove Odorsā€ below before purchasing filters. In addition, residents should continue to call South Coast AQMD to report odors at 1-800-CUT-SMOG (1-800-288-7644) or use the agencyā€™sĀ On-line Complaint System.

LGBTQ+ voter education town hall held tonight in Los Angeles

The Unique Womenā€™s Coalition, Equality California and FLUX, a national division of the AIDS Healthcare Foundation, will host their second annual voter education town hall today at the Connie Norman Transgender Empowerment Center in Los Angeles from 7PM to 9PM tonight. 

The organizations will present and discuss ballot propositions and measures that will appear on the November ballot and that affect the LGBTQ+ community in this part of the town hall series titled ā€˜The Issues.ā€™  

ā€œThe trans and nonbinary community is taking its seat at the table, and we are taking the time and space to be informed and prepare the voter base,ā€ said Queen Victoria Ortega, international president of FLUX.

The town hall will feature conversations through a Q&A followed by a reception for program participants, organizational partners and LGBTQ+ city and county officials.Ā 

There will later be a third town hall before the election and The Connie Norman Transgender Empowerment Center will also become a voting location for anyone who feels like they need a safe space to vote, regardless of what voting district they are a part of. 

ā€œOur community is really asking for a place to talk about what all of this actually means because although we live in a blue sphere, housing and other forms of discrimination are still a very real threat,ā€ said Scottie Jeanette Madden, director of advocacy at The Connie Norman Transgender Empowerment Center.

State of Emergency on Homelessness: Our Missions

Los Angeles County is mounting an urgent and strategic response to the declaration of a state of emergency on homelessness, focusing initially on three key missions:

  • Reducing encampments to bring unsheltered people indoors
  • Increasing interim and permanent housing placements
  • Ramping up mental health and substance use disorder services for people experiencing homelessness

To support these missions, the Board of Supervisors yesterday (Feb. 7, 2023) approved a recordĀ $609.7 millionĀ budget for the Los Angeles County Homeless Initiative for fiscal year 2023-24, the largest investment in any given year to date to prevent and address homelessness. They also approved an additional $76.9 million to expand housing and services that the County provides in collaboration with local cities, as well as for innovative new programs.

Creative Recovery LA Application Workshops Available

Join the Los Angeles County Department of Arts and Culture and Community Partners to learn how to apply toĀ Creative Recovery LA, a new grant program created to address pandemic impacts on the nonprofit arts sector.

Through this new initiative the Department of Arts and Culture will award overĀ $26Ā million inĀ American Rescue PlanĀ funds to deliver financial relief and recovery to the nonprofit arts and culture sector. Arts and Culture is partnering with LA County Libraries to host in person workshops.Ā 

Workshops will include information about the program, guidelines, eligibility requirements, and tips on submitting strong proposalsā€”everything 501c3 nonprofit and Model A fiscally sponsored organizations will need to prepare to apply online when theĀ application is open through February 15, 2023.

#FoodEquityLA

Weā€™re setting the table for our neighbors struggling with hunger. The Board of Supervisors just adopted anĀ action planĀ to address food insecurity, which affected more than 2 million County residents in 2022. First step is designing a new Office for Food Equity and identifying how to best implement the plan, from streamlining benefit enrollment to creating food-as-medicine programs.

LOS ANGELES – LA County Parks is HIRING!Ā This Spring, we are looking to employ our local LA County Youth with an excellent entry level job that pays more than minimum wageĀ ($16.04)Ā and allows them to work at their local LA County Park.

Our Youth @ Work employees assist in leading recreational activities for persons of all ages, helping support event setup and takedown, and interacting with the public.

Key programs that Youth Workers will be eligible to work this season include Spring Parks After Dark (PAD) and the Every Body Plays after school program. Spring PAD is set to be held this Spring Break season (March 23 – April 8) and will be featured at 34 LA County Parks from 6 – 10pm on Thursdays and Saturdays. Youth @ Work employees are also able to work during the Every Body Plays program, which runs from 2:30 – 5:30pm Monday through Friday at 58 LA County Parks until May 26.

The Greater Los Angeles Homeless Count is the annual census that counts our neighbors experiencing unsheltered homelessness. Get Vaccinated at Home

If you or a loved one have difficulty leaving the home to get vaccinated against COVID-19, you can request in-home vaccination by calling 2-1-1 or the Los Angeles County Department of Public Health Vaccine Call Center at 833-540-0473 (8am-8:30pm; 7 days a week).

Residents can also fill out theā€Æonline request formā€Æ(multiple language options available) or visit ph.lacounty.gov/vaxathome for more information. Referrals from caregivers, loved ones, organizations, agencies, providers (among others) are welcome. All doses are available for eligible individuals ages 6 months and older at no cost.

The Fall 2022 booster is also available for eligible individuals. Other family members or caregivers can be vaccinated during the same visit.Ā For resources related to paratransit and free rides for vaccination, call the Public Health Vaccine Call Center or visit theĀ How To Get Vaccinated page.

LA County Beaches and Harbor Lifeguard Ready Training prepares youth and young adults ages 16 to 24 with the skills necessary to become a Los Angeles County Swimming Pool Lifeguard. Swimmers of all abilities welcome. Sign up today at one of our nine training facilities located throughout LA County. The LRT program will provide participants with all the equipment necessary to complete the program.

The Los Angeles County Department of Arts and Culture is launching Creative Recovery LA! 

Creative Recovery LA is a new grant initiative to address pandemic impacts on the arts and the creative economy, one of the most economically significant and hardest-hit sectors, while leveraging the unique capacity of arts and culture to catalyze our regionā€™s economic recovery, civic connectivity, and community wellbeing. Through this initiative the Department of Arts and Culture will award over $26 million in American Rescue Plan funds to deliver financial relief and recovery to the LA County nonprofit arts and culture sector.

Creative Recovery LA includes five grant opportunities:

  1. Arts Relief and Recovery Grant
  2. Creative Works and Jobs for Artists Grant
  3. Reopening Culture, Tourism, and Marketing Grant
  4. Creative Career Pathways for Youth Grant
  5. Arts for Justice-Involved Youth Grant

Antelope Valley Wellness Community is hosting a NO-COST Car Seat Safety Workshop!

This no-cost class, taught by a Certified Child Passenger Safety Technician will cover current California laws regarding restraining children in the car. Each type of seat will be reviewed (from infant seats to booster seats) to help parents/caregivers choose the appropriate seat for their child. How to use and correctly install different types of seats using vehicle safety belts and LATCH system will be explained and practiced!

Public Health Asks Residents to Mask, Get Boosted

Increased transmission of COVID-19 in Los Angeles County means there is a higher likelihood of catching COVID during routine activities, such as grocery shopping, eating out at restaurants, running errands, or attending a concert or large holiday party. Los Angeles County moved into the CDC High Community Level last week, prompting Public Health officials to ask all residents to layer in sensible health protections including indoor masking and getting vaccinated and boosted.

One of the most effective ways to reduce COVID-19 transmission, along with transmission of other respiratory illnesses like flu and RSV, is to wear well-fitted, high-filtration masks indoors. Everyone ages 2 and older is asked to wear a mask in indoor public spaces, such as transit, retail, event venues, schools, and worksites when around others.

A wide range of data and dashboards on COVID-19 from the Los Angeles County Department of Public Health are available on the Public Health website at publichealth.lacounty.gov.

LOS ANGELES – Assembly Member Miguel Santiago (D-Los Angeles) announced Thursday that he and his staff will be hosting a free toy holidayĀ giveaway at the Boys & Girls club gym at Estrada Courts in Boyle Heights.

Hundreds of families Ā will be invited to receive free toys to help celebrate the holidays. Additionally, there will be a Ā photo booth, a DJ and a Santa on-site. Other organizations coordinating the toy giveaway Ā include the Little Tokyo Service Center (LTSC) and the Housing Authority of the City of Los Ā Angeles (HACLA). Ā One toy will be given per child and each child must be present to receive each toy.Ā Ā 

The Boyle Heights community and the surrounding areas are on the road Ā to recovery after the worst of the economic downturn, many families are still Ā unable to afford toys for their children for the holidays.

The toy giveaway will Ā help bring the holiday spirit to these families which is important because during Ā the last two holiday seasons, Boyle Heights was hit extremely hard by COVID-19.
